Improve flexibility and reusability of BlockExplorer menu rendering logic

This update improves the flexibility and reusability of the menu rendering logic in the BlockExplorer component. You can now better handle empty content states for sections, and a bug has been fixed where some sections were not being deleted. Additionally, a text block is no longer automatically added to a section’s contents.
