Fixed incorrect assignment of quarterly attestations to non-submitter roles in models

Fixed an issue where quarterly attestation executions were incorrectly assigned to users in non-submitter roles associated with a model. Attestations are now routed exclusively to each model's designated Attestation Submitter, and the participants preview reflects this logic.
